Clarke County Camp 7 Site Development Planning

Project Goal

This project consists of performing assessments and due diligence on the 40 acre Camp 7 parcel being purchased by Clarke County.  This property is part of a larger effort being conducted by Clarke County to bring water/sewer to the Double Tollgate area for economic development.  The Commonwealth owned a 260 hundred acre prison property at Double Tollgate for decades and closed prison operations in 2014. The buildings are vacant and deteriorating.  The County updated the Comprehensive Plan in 2023 to encourage development of the 260 acres. Clarke County recruited Rappahannock Electric Cooperative to relocate their area headquarters on 65 acres of the property.  A 154 acre parcel has been deeded to the Virginia Department of Military Affairs-National Guard for a regional training facility.  The Commonwealth is selling the remaining 40 acre parcel to Clarke County for $100,000. The Clarke County Board of Supervisors will deed the property to the Clarke County Industrial Development Authority.  The 40 acre parcel consists of a large brick structure (prison), multiple smaller accessory buildings and a decommissioned wastewater treatment facility.  The property has a level topography and superior connectivity with the proximity to a four lane divided highway, the Virginia Inland Port, Dulles Airport, I-81 and I-66.  VEDP shared that Camp 7 property has the potential to support 1 to 8 businesses with an approximate 500,000+ square foot building coverage.

The Clarke County Planning Commission is in the process of developing a new zoning district for Double Tollgate.  The BOS will adopt the new zoning district and rezone the property.  The County needs to conduct due diligence for environmental assessment of the property and structural assessments of the buildings.  The County will need to design and construct about 2,000 foot sewer line to connect the Camp 7 property to the new Double Tollgate Pump Station.  A water line may need to be extended.
